General Information Concerning Greene Acres

Greene Acres is located about two miles from the Greene County Seat of Stanardsville, Virginia.  Greene Acres consists of 347 lots in the sub-division.

The highest lot in Greene Acres is 1350 feet above mean sea level.  The lowest lot in Greene Acres is 700 feet above mean sea level.

The beautiful Greene Acres Lake covers approximately 27 acres.  The lakes deepest point is about 34 feet at normal lake level.

Lots designated on the Greene Acres plat as building lots contain a circled (B).  All other lots may be used for camping, but only on the wooded portions.

Rules and Regulations

General

GAPOA rules and regulations apply to all property owners, guest, and anyone within the confine of Greene Acres.

Property owners and renters are responsible for their guests and the guests of family members.  They will be responsible for the charges and/or penalties that may be imposed upon them for their conduct and that of their guests.

Noise (loud music, loud parties, etc.,) will not be tolerated at any time, but especially between the hours of 10 pm and 8 am.

Littering is prohibited in the community.

Hunting and discharging of firearms in Greene Acres is prohibited.

Unkempt and unsightly areas - It shall be the resonsiblity of each property owner to prevent the development of any unclean, unsightly or unkempt conditions of building or grounds on his/her lot which shall tend to decrease the safety, health, and/or value of surrounding properties of the neighborhood as a whole or in specific areas.  No building material shall be stored on a lot, except during construction of a building, unless stored out of view from the road, lake, or other properties.

No Inoperative Vehicles, wrecks, etc.: No stripped down, partially wrecked, inoperative or junk vehicle shall be permitted to be parked on any road in Greene Acres, or on an lot in such a manner as to be visible from any neighboring lots or the users of any road.  Any inoperative vehicle or parts must be removed within ten (10) days of a warning.

Road And Roadways

Virginia traffic laws apply to our roads.  As an example, stay on the right side of the road; obey road signs and the speed limit, 20 mph.

Parking is prohibited on all roads and shoulders except for construction vehicles.  Social gatherings are an exception as long as vehicles are parked along the edge of the road.

Unlicensed vehicles (cars, trucks, mini-bikes, three wheel bikes, quad runners, etc.) will not be allowed on any roads in Greene Acres.  The exception is the farm tractors and maintenance vehicles.

Animals

The board of Trustees, the Covenants or the Bylaws do not restrict property owners or renters from owning or keeping pets such as dogs, cats, birds, rabbits (as pets), a nanny goat (as a pet) or a small flock of chickens, unless such animals cause undue and distrubing noise, odors, pollutants or other nuisances.  The keeping of any other animal is prohibited.

There is a leash law in Greene Acres and all dogs should be confined to your property at all time or on a leash.  Any dog not on a leash picked up by the property manager will go directly to the SPCA.

If you have more than seven dogs, it is Greene County Ordinance that you must have a kennel license.  We will notify the proper authorities if this comes to light.

Beach And Lake

A fishing license is required to fish in our lake.

Policies exist which require that you notify the Property Manager with the names of any expected guests at the lake if the property owner or renter cannot be present with thier guest(s).

Teenagers and pre-teens are not allowed MORE THAN THREE (3) GUESTS AT A TIME AT THE LAKE WITHOUT PROPER ADULT SUPERVISION.  A few of the reasons for this ruling are overcrowding of the beach and float by people from outside of Greene Acres.  Most important, teens and younger children cannot be held legally responsible for the safety and conduct of their guests.

Conduct prejudicial to the enjoyment and the safety of others will not be tolerated.

Open fires or charcoal fires will not be permitted on the beach.  Fires may be built in the grills only, and then at the picnic area only not the beach area at all!

Boats will not be grounded or parked at the beach.  Use the dock or boat rack.

The beach and bathhouse will be closed from 10pm to 6:30am daily throughout the summer.  Anyone fishing at closing time or wishing to fish earlier in the morning, please advise the Property Manager.

Bottles and drink cans will not be taken or thrown into the lake.  Use the receptacles provided on the beach.  Littering is prohibited.

There will be no alcoholic beverages allowed by anyone under the age of 21 on any Common Property (beach, bathhouse, lake, etc.)  Property owners and renters are responsible for the conduct of their children's guests as well as their own guests.

The showers in the bathhouse are for the use of swimmers, campers and property owners whose home or cabin is under construction.  The showers are not for the use of families who reside in their dwellings, except after swimming in the lake.

No vehicle will be allowed on the dam except for work to or repair of the dam.

Unleashed dogs are not allowed on the beach.

No dogs allowed in the swimming area at the lake. (The dogs need to swim in side areas not sanded areas where the children play.)

No gasoline engines or motors are allowed on the lake.

Construction

All building plans for homes, cabins, sheds, garages, additions, etc., MUST be submitted to the Environmental Control Committee for the approval prior to starting construction.  There is a $1000.00 fee for a home or cabin, a $50.00 fee for a garage or room addition, Payable to GAPOA prior to having plans considered, and should be given to the property Manager or the Chairman of the Environmental Control Committee.  The fee is for the extra upkeep of roads due to heavy construction equipment.

The Environmental Control Committee shall keep a record of the approval or disapproval of all property owners plans.

The property owner has the right to request an appeal of decisions rendered by the Committee.  The appeal should be made to the Board of Trustees in writing received within thirty (30) days of the ECC Denial.

The committee reserves the right (but not the obligation) from time to time to inspect the building construction as it proceeds to assure itself that the building is being constructed according to the plans approved by the Committee.

The minimum square footage on a home or cabin being built is 1000 square feet.

Rental Property

No owner shall rent a dwelling or lot unless that owner has owned that dwelling or lot for at least two (2) years.  Effective 1999.

The Board of Trustees shall levy a fee on the owner of each rental unit equal to the current annual lot assessment.  The Association shall have the same rights for collection of lot assessments.

A tenant (renter) is entitled to the same privileges as the property owner except they have no voting privilege.

Enforcement and Penalties

The Environmental Control Committee, the Safety and Services Committee or the Property Manager will enforce the Rules and Regulations from the Board of Trustees, the Covenants and the Bylaws.  They in turn must keep the Board of Trustees informed of any and all actions.

Anyone in violation of any of the Rules and Regulations will be so informed by a letter from the Appropriate Committee or the Property Manager.

Any person in violation may be subject to charges to reimburse GAPOA for any costs incurred in correcting said violation.  You may also be DENIED use of the Common Propertis (beach, lake, bathhouse, etc.) until such dues, fines, or penalties are paid.  Attempted use of Common Properties during this period shall be deemed a trespass, and the violator shall be subject to prosecution under the law.

Information concerning the Association

Every lot owner is a member of the Greene Acres Property Owners Association.  He.she has a voting privilege conditional upon the payment of the lot assessments.

There is an Annual Membership Meeting held in July of each year to elect members to the Board of Trustees, and to transact business of the Association.  There is a picnic following the meeting.

The Association Board of Trustees consists of nine (9) members each serving a term of three (3) years.  The Board has the powers and the duties necessary for the administration of the affairs of Greene Acres.

The Board usually holds their meetings in February, May, August, and November.  They may also hold other meetings if they deem it necessary  Any property owner is welcome to attend and participate in the Board Meetings.
